Yes, most hemp grown in Europe has THC (delta-9-tetrahydrocannabinol) levels below 0.2%, which makes it a non-psychotropic product and therefore legal to buy.

Yes, in 2020 the European Court ruled on the free movement of CBD products within the European Union.

Is CBD permitted for food consumption within the EU?
The European Commission admitted CBD for food use in December 2020, it is now up to EFSA to authorise it as a novel food. Nevertheless, each country follows the dictates of its internal food safety agencies, in the case of Spain in 2018 AECOSAN banned the human consumption of products containing CBD, limiting them to its external use.
